Overview

Aman Tirta, Safe Water Systems (SWS), a five-year project funded by USAID, aimed to ensure widespread access to an affordable water treatment product (Air RahMat) for low income families with children under five years in Indonesia. Led by CCP, in partnership with the Ministry of Health, CARE International Indonesia, PT Tanshia Consumer Products and Ultra Salur, the project employed a public-private partnership (PPP) model to create the first fully sustainable commercial model for safe water systems. The PPP combined commercial manufacturing and distribution of Air RahMat, with community participation and media promotion to create demand for the product and safe water practices. Advocacy with the Ministry of Health (MOH) created an enabling environment for household water treatment and safe storage (HWTS). The MOH implemented an HWTS policy that endorses a range of HWTS technologies in Indonesia. Air RahMat is one of the products endorsed by the MOH.

Accomplishments

  • Air RahMat product was launched in Jakarta in December 2005.
  • The program participated in a Global Development Alliance with Coca Cola and DAI to ensure better access to clean and safe water.
  • Government advocacy helped motivate the MOH to develop a national HWTS policy that endorsed a range of HWTS technologies, including Air RahMat. This policy is one of five pillars of the MOHs Community Based Total Sanitation program that was launched at the National Conference for Household Water Treatment and Safe Storage in 2008.
  • Mobile Sampling Teams were created as an experiential marketing and promotion tool. Outfitted with one truck and two, 500 liter water tanks, the trucks gave away 1,000 liters of Air RahMat treated water in communities. Aman Tirta created radio jingles, television spots and leaflets to support these campaigns.
  • Strong community mobilization efforts in partnership with local NGOs supported mobile sampling road shows throughout the country. These road shows provided information, games, quizzes, water samples, interpersonal communication, and dialogue with community members.
  • Negotiated and supported extensive distribution of Air Rahmat through traditional channels (stores and kiosks), as well as non-traditional retail outlets (community-based organizations, micro-credit organizations, community volunteers and others).
  • PT Tanshia is currently producing and distributing Air RahMat with funding from program sources, making it a sustainable product.
