Benjamin
V. Lozare - Associate Director and Chief,
Training Division, The Johns Hopkins University Population Communication
Services. Dr. Lozare has more than 25 years of experience in research,
teaching, and practice in international and development communication.
He has served as Dean of the College of Arts and Sciences at the Health
Sciences Campus of the University of the Philippines, as the first
Director-General of the Philippine Information Agency, and as Deputy
Secretary-General of the Asian Mass Communication Research and Information
Center Foundation. He has consulted with UN agencies such as the World
Health Organization, the Economic Commission for Asia and the Far
East, and the UNFPA. At JHU/PCS he has led the development of SCOPE
(Strategic Communication Planning and Evaluation), a computer-aided
communication planning software used in training workshops. Dr. Ben
Lozare was an Eisenhower Fellow and recipient of the first Newsweek
International Communication Grant. He obtained his Ph.D. in mass communications
from the University of Wisconsin.
Michael
Bailey - M.A. (International Relations)
- Senior Systems Development Manager, The Johns Hopkins University
Population Communication Services. Mr. Bailey has worked in systems
analysis for over ten years and multimedia software development for
over eight years. He has worked with the Software Engineering Institute
at Carnegie Mellon University in the development of standards for
software development and is a member of the IEEE. Mr. Bailey also
assisted the United Nations in Cambodia and Ethiopia during the elections
in those countries. Mr. Bailey who joined JHU/PCS in 1996, is responsible
for the design and development of the Strategic Communication Planning
& Evaluation (SCOPE) computer-based training program and the Strategic
Action and Reflection Guide (STARGuide), a management simulation program
for health professionals. Mr. Bailey is responsible for the development
of individual country versions of SCOPE (18 different versions in
5 different languages) and the enhancement of the existing functional
baseline of the software.

Arzum Ciloglu- Senior Training Program Officer, Johns Hopkins University Center for Communication Programs. Dr. Ciloglu has a Masters in Public Health from the Department of Health Behavior and Health Education, the University of North Carolina at Chapel Hill and a Doctor of Public Health degree from the Johns Hopkins Bloomberg School of Public Health where she was a Nafis Sadik Fellow and received a Certificate in Health Communication. Dr. Ciloglu's professional experience includes working for EngenderHealth as a Senior Program Officer in Turkey. In this position, she was responsible for the development and implementation of training in family planning counseling and interpersonal communication as well as the development of health communication materials. She has also held several research appointments as well as numerous consultancies for USAID funded projects.
