General Description: The Program Officer-HIV/AIDS is responsible for supporting one or more field programs within the portfolio of the Health Communication Capacity Collaborative (HC3) project with technical, programmatic, and administrative assistance. The Program Officer serves as a field program’s consistent link to Baltimore, and provides the day-to-day problem solving, technical input, writing and editing, and procurement processing field programs require. Travels internationally to provide technical assistance in areas of their expertise.
Technical Assistance: Works with SPO II-HIV/AIDS in responding to short and long-term country needs, and communicates activity updates among other relevant HC3 team members. Provides technical assistance in HIV and AIDS within the HC3 portfolio to field offices and programs, both in-country and from Baltimore. Makes recommendations regarding programmatic adjustments and innovative program initiatives to SPO II-HIV/AIDS and larger team. Writes, edits, facilitates, or assists with strategies, work plans, assessments, and evaluations. Monitors and supports fulfillment of technical assistance needs and plans as requested by SPO II-HIV/AIDS. Participates in all areas of proposal development.
Knowledge Management: Remains informed about international HIV and AIDS issues and shares information and research within the larger HC3 team and CCP more broadly. Participates in at least one Community of Practice.
Backstopping: Maintains frequent, open, ongoing communication with the field office. Coordinates the various Baltimore-based functions needed for efficient operation of core HC3 HIV activities and field programs. Acts as point-of-contact for field-based staff. Respond to field-based staff requests for information, documents or assistance promptly. Assists the field in developing contracts and facilitate contracts processing in Baltimore. Seeks technical input on materials, strategies, workplans, and budgets as needed. Coordinates regular docket reviews for all programs backstopped.
External Relations and Outreach: Participates in HIV working groups and conferences to stay abreast of developments in the field, expand networks, and give visibility to HC3’s HIV work. Developes professional networks as appropriate to the job, to include colleagues from other public, private, and non-profit organizations and shares contact points with CCP’s proposal development teams.
Qualifications: Master's degree. Three years related experience required. Additional relevant experience and/or training in HIV-related programs in developing countries may substitute for some education.
Preferred Qualifications: Exposure to working internationally/working abroad.
