Private Sector Champ

P:One country has had a remarkable transition from the public to the private sector. In 1991, about 76% of current users of modern methods received their method from the public sector. By 2003, that percentage had dropped to 28% for the public sector. (Even though overall contraceptive prevalence has continued to rise.) Can you name the country?
