General Description: The Program Director provides leadership and technical assistance to the Evite (EVIHT)Project: Eviter le VIH et sa Transmission (“Avoid HIV and its transmission”) is a four year HIV prevention project funded by USAID in Haiti. The project will end in 2017. A consortium led by the Johns Hopkins Bloomberg School of Public Health Center for Communication Programs (CCP) and including Jhpiego, Save the Children and local partners is implementing the project, which emphasizes institutional strengthening and capacity building. The successful candidate will be expected to reside in Port-au-Prince, Haiti to manage the project from 2013 through 2017. The general role of the Program Director is to provide overall project management of Evite, including technical, financial and administrative oversight.
Provide strategic direction, and technical and managerial leadership to all aspects of the Evite project in Haiti. • Manage and oversee the programmatic, financial, personnel and operational development and implementation of all aspects of the Evite project, including close out at the end of project. • Coordinate the activities of all partners at a strategic level to ensure synergy of their efforts in delivering the goals of the project. • Strengthen the technical skills of Evite partners and staff in health communication for social and behavior change, social marketing, capacity building, community mobilization, overall organizational management, and grants management. • Prepare special documents including professional presentations, reports and proposals, as needed. • Ensure that quarterly and annual programmatic, monitoring, and financial reports and annual workplan and budgets are prepared and submitted to USAID in a timely manner. • Serve as key liaison and spokesperson for the Evite project, representing the project to USAID, PEPFAR, Government of Haiti and CCP/Baltimore. • Maintain regular meetings and active participation on task forces and working groups. • Oversee and coordinate the work of Evite partner agencies. • Ensure adherence to JHU and U.S. government policies and procedures. • Oversee the documentation of highlights and best practices of the project and prepare the project for the close out dissemination meetings. • Ensure that project materials are submitted to CCP-Baltimore for posting to the Center’s website and other opportunities for dissemination. • Manage a project imprest account, and supervise the Evite Administrative and Financial Officer. • Work with the Administrative and Financial Officer to organize all local financial records and reports, and coordinate the same with the home office for the close out of the project. • Ensure that the project is executed in an environment of openness, strong team spirit and a positive work culture.
Supervisory Responsibilities The Program Director is authorized by CCP to make all key decisions on program management, strategy and financing. All senior project staff report to this position. Trouble-shoot program and staff issues as they arise. Responsible for the overall direction, coordination, and evaluation of this project. Carries out supervisory responsibilities in accordance with the organization's best practices, policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; mentoring staff; rewarding and disciplining employees; addressing complaints and resolving problems.
Knowledge Management Ensure that project materials are submitted to CCP-Baltimore for posting to the Center’s website and other opportunities for dissemination. Other duties may be assigned.
Qualifications: Master's degree required. Six years related experience required. Additional relevant experience and/or training may substitute for some education. French language skills.
Preferred Qualifications: Significant experience in HIV related projects. Experience in Haiti a plus. Experience managing health communication programming in developing countries. Creole language skills a plus.
