General Description: The Monitoring & Evaluation Advisor will provide expertise in the development and implementation of a project monitoring system to assess the Health Communication Capacity Collaborative (HC3) and communicate results to the funding agency: USAID. The goal of HC3 is to support strategic health communication programs in developing countries, with an emphasis on capacity strengthening of country-based partners. In addition, the project emphasizes innovative use of communication technologies and will support communication research and public health assessments through training and in-country collaborations. Maintain and refine the project’s Performance Monitoring Plan (PMP) to ensure that the indicators match the project activities. Conceptualize, develop and maintain an electronic database for recording the data related to the project’s PMP. Identify and incorporate innovative sources of information, including website analytics or use of mobile devices to measure PMP indicators. Design and/or provide technical assistance in development of qualitative and quantitative data collection instruments for project monitoring. Assist project management to develop monitoring systems to gauge impact of new media, including Facebook, Twitter and other social platforms on project goals. Coordinate and supervise data entry and perform statistical analysis of qualitative and quantitative data. Develop “dashboard” trackers for project teams to support project decision making and activity management. Prepare or assist in preparation of annual reports to be submitted to USAID of key indicators tracked through various monitoring and evaluation activities. Prepare or assist in preparation of progress reports for all donors, in addition to USAID. Provide technical expertise to the Research and Evaluation Division on the development and implementation of complex program monitoring systems. Perform other job-related duties as they are assigned. Develop professional networks as appropriate to include colleagues from other public, private, and non-profit organizations and share contact points with CCP’s proposal development teams. Proactively explore and identify proposal development and business expansion opportunities. Communicate new business opportunities and contacts to supervisors and leadership. Participate on proposal development as needed.
Qualifications: Master’s degree in communication, public health, behavioral sciences or related discipline. Four years related experience. Strong theoretical and analytical skills, particularly related to program oriented research and evaluation methodologies.
