The Sr. Financial Analyst works to ensure internal financial structures and systems are consistent with JHU, Center for Communication Programs (CCP, and donor reporting requirements. Provides financial, contracts, and administrative management services to assigned programs or geographic region(s). Coordinates with project staff, partner organizations, other finance and administrative staff, and external organizations to enhance the effectiveness and success of CCP's programs as it relates to contract management. Administer/financially manage Federal and Private Awards and Contracts awarded to CCP. Serve as headquarters point-of-contact for overseas and domestic project managers. Coordinate services from headquarters support offices (Finance, Contracts, and Human Resources) to overseas projects. Monitor and facilitate compliance of Contract actions (reports, contract modifications, extensions, add-ons). Develop project activity budgets, subcontractor budgets, and project pipelines. Troubleshoot contract billing issues. Track project expenditures and ensure costs are aligned with approved contract budget. Process travel vouchers, audit subcontractor invoices, and perform other administrative tasks. Process internal project administrative backstopping documents (for example, but not limited to, Independent Consultant Agreements, Travel Vouchers, Check Requests, etc.). Assist in project start-up and close-down activities as assigned. Work closely with Contract Sponsor to obtain necessary approvals prior to work being performed. Troubleshoot problems and propose creative solutions to project management problems. Responsible for independently deciding the proper financial and contractual procedures for program staff to follow. The contractual decisions are particularly difficult and critical because they involve complex legal and regulatory issues, and require good judgment, weighing thoroughness against efficiency. Decisions often have to be made quickly and always in compliance with federal, contract and JHU regulations. When further guidance is required it is obtained from senior management, USAID and/or the SPH Office of Research Administration. Continual internal and frequent external international, domestic, and interoffice (within JHU) communications are required in both verbal and written forms. These contacts are mainly directed toward problem-solving, providing financial reporting and subawardee personnel to discuss contractual issues and provide financial reporting guidance. Some international travel may be required. Other duties as assigned.
Qualifications: Bachelor's degree in accounting, finance, business or related field. Five years progressively responsible related financial/accounting work experience. International experience desirable. Demonstrated ability to develop and monitor activity budgets. Excellent administrative and organizational skills. Ability to prioritize and handle multiple tasks under tight deadlines. Keen attention to detail. Ability to provide effective follow-up on individual activities in a fast-paced, multi-tasking environment. Excellent interpersonal and written communication skills. Working knowledge of MSWord, Excel, and Quickbooks software. Basic understanding of OMB, CFRs, and FAR. Knowledge in the use of financial software applications, databases, spreadsheets, and/or word processing. Additional education (Master's in a related field) may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.
JHU Equivalency Formula: 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
Preferred Qualifications: Experience in a professional services environment, with relevant USAID project administration experience.
