Activity Summary

HCP has also been strengthening local NGO capacity in strategic communication, program management, and design and monitoring. Achievement of reproductive intentions through modern methods requires that potential beneficiaries be brought together with service providers in a positive way that addresses any service-related or socio-cultural barriers. This is especially a challenge with marginalized populations in an unstable political environment. Recognizing that public-sector health services are the key source of FP services in Nepal, the implementing NGOs will continue to focus service-quality efforts on public-sector peripheral district health services. Some of these activities include the following: providing comprehensive FP knowledge to enable marginalized people to make an informed choice through community-based media such as street theater; miking; postering; facilitating access to VSC camps and FP services at static sites through mobilizing female community health volunteers; implementing PDQ initiatives to improve quality of health services; and training government health workers to provide better FP counseling to clients. The NGOs also provide a link between health services and the community through localized non-formal education classes integrated with the radio health program and other localized FP service promotion BCC activities.

The project strengthened NGO capacity in how to design, plan, manage and monitor BCC and PLA-RLG activities. The NGOs have developed program procedures and financial policies. The project has also aimed to synergize and expand activities through other programs. For example, SAVE the Children/ US is supporting Dalit school children until 2007 through private funding. HCP is also working with NGOs to develop action plans for how to sustain program momentum and linking them with possible funds. Another important part of the sustainability effort is extensive program review, research, and documentation. Other donors are interested in how this project was able to achieve such dramatic results within marginalized communities and may be interested in funding the effort further.

Capacity building of partner NGOs, D(P)HOs, field staff and communities aimed to enhance skills and knowledge and establish plans and processes necessary in order to continue FP activities beyond the life of the project. The project provided a number of skill development workshops to PNGOs, D(P)HOs, field staff and community members which are listed below. The development of plans and processes that will ensure the longevity of the project outcome have been integrated into many of the activities to ensure collective learning and action, e.g., community action plans of the PLA/RLG Centers, establishment of Quality Improvement Teams (QIT), integration of marginalized members into HFOMC, prioritized lists of quality improvements by the community and HF staff.

In addition, the capacity of NGO has been strengthened to a point where they are now confident to seek other funding sources to implement the program.
