Building Consensus for an Inter-Sectoral and Civil Society Strategic Communication Response to HIV and AIDS and a Sustained Implementation

Activity Summary
HCP assisted the National AIDS Council (CNCS, Conselho Nacional de Combate ao SIDA) in the development of the National Communication Strategy—a key instrument for achieving CNCS’s 5-10 year National Plan (PEN II) goals and objectives. The strategy provides guidelines to (1) develop a bottom-up social movement that calls for bold participation of leaders at all levels of society to take action to change the behaviors and social norms that are fueling the HIV/AIDS epidemic in Mozambique, (2) encourage local communities to enter into reflective dialogue about the drivers of the HIV epidemic with the aim of developing cultural and contextually relevant interventions, and (3) support the health, education and economic development sectors to promote healthy behaviors.
At the national and provincial levels, CNCS is charged with coordinating the implementation of the HIV/AIDS National Communication Strategy. HCP has assisted CNCS in facilitating forums with various HIV/AIDS organizations, stakeholders, and partners to agree on a common agenda and a modus operandi to carry out the strategy implementation at the national, provincial and district levels.
Implementation Process
In May 2006, 50 civil society and public sector organizations held an open consultation to recommend strategic directions for operationalizing the National HIV/AIDS Communication Strategy. Key decisions were made: identification of the Central Region and 80 priority districts nationwide as priority areas; the ownership of the program should rest at the district level; the need to reactivate the Communication Forums at the provincial and national levels; the constitution of the G-12 (High-Level Advisory Technical Group) as the coordinating mechanism; and the design and implementation of two mass campaigns in the country. HCP played a fundamental role in drafting seminal documents that have guided the operationalizing of the HIV/AIDS communication strategy at the provincial level:

- Terms of reference (TOR) for provincial level Communication Forums
- TOR for the National Forum of Communication
- TOR for the G-12
- HIV/AIDS communication and leadership capacity-building strategy for local partners
Provincial communication forums and action plans now exist in Manica, Tete, Zambezia and Sofala. Since District Managers have little information about HIV/AIDS but play a critical role in prioritizing and allocating resources and promoting intra-sectoral collaboration, HCP supported the design, testing and production of the HIV/AIDS TOOL KIT.
