The manual focuses on the costs of family planning services, rather than the cost of delivering commodities (pills, IUDs, condoms, Norplant). The manual uses systems analysis to organize delivery systems into a series of simple input-processes-outputs-outcomes relationships and calculate the costs over time. The analysis demonstrates how to use costing to 1) compare costs of service delivery units, 2) change program structure or services offered, and 3) sustain and finance services offered. This tool is recommended to users with economic or financial management backgrounds.
