HIV/AIDS Programme Development Project
Consultancy for NACA (National Agency for the Control of AIDS)
PROJECT OVERVIEW
Designed to support the implementation of the Nigerian government’s HIV/AIDS Emergency Action Plan, a $90 million agreement between the World Bank and the federal government of Nigeria was signed in August 2001 for the implementation of the HIV/AIDS Programme Development Project. This project is designed to assist Nigeria in reducing the spread and mitigating the impact of the HIV/AIDS epidemic by strengthening its multi-sectoral response to the disease. The key issues to be addressed:
- The need to scale up existing activities and coverage, especially for the most vulnerable
- Weak capacity for planning, implementation, and evaluation
- The need for a broader response by other sectors, civil society, and communities
To address the above, the project has three main components which operate at the federal and state level:
- Capacity development – provide support for NACA and the SACAs to carry out their responsibilities as the coordinating bodies of the action plan and national strategic framework, and who provide strategic guidance and management of the response, by financing the establishment and activities of the national project team and state project teams.
- Support to the public sector – support activities in the action plan and national strategic framework to be carried out by the line ministries and departments. This includes financing the plans that have been approved by NACA and the SACAs, and assist with the preparation of programs of action and plans for those ministry/line departments and governmental agencies for which plans are not ready.
- Support to civil society through the HIV/AIDS Action Fund (HAF) – the HAF provides support for technical assistance, training, and implementation to NGOs, FBOs, CBOs, private sector and communities to prepare and implement programs that they propose, with a particular focus on high risk and vulnerable groups.
The overall responsibility of the project lies with NACA, and works at the state level with the SACAs.
OBJECTIVES/STRATEGIES
CCP’s role is to assist NACA in the National HIV/AIDS Behavior Change Communication 5-year Strategy. The specific objectives are as follows:
- BCC Strategy Revision – Review the current National Communication Strategy for HIV/AIDS, its objectives and targets with a focus on improving its effectiveness for impact at national, state and local government authority level and its relevance to national output, outcome and impact indicators in the current country context.
- Project Bottlenecks – Identify is and where internal or external bottlenecks exist to impede coordination by NACA of a coherent, planned implementation of an agreed upon national communication strategy.
- Budgetary Adjustment – Review the current allocation of funds for BCC interventions and suggest changes where necessary to reflect the most effective and cost-effective national communication response at national, state and local levels.
- Develop an Operational Plan – Assist NACA in developing an operational plan, which will translate priority HIV/AIDS issues identified in the revised communication strategy into a plan of action for BCC interventions.
ACTIVITIES AND HIGHLIGHTS
- Desk review of BCC related strategies and workplans to assess planned outputs against objectives
- Meet with key stakeholders and assess HIV/AIDS-related implementing agencies to assess current priorities, gaps, constraints, and successes
- Review the existing National HIV/AIDS Behavior Change Communication 5-year Strategy
- Identify, design, and budget a nationally focused rapid-impact communication intervention
