PROJECT OVERVIEW

With the return of civilian rule to Nigeria in 1999, USAID development assistance is now geared toward supporting Nigeria’s transition to achieve economic, social, and political stability and the restoration of public confidence in a civilian-led democratic government. USAID’s current strategy aims “to support Nigeria in achieving a more transparent and participatory democracy with a healthier and better educated population in a growing and diversified economy.” With this context, ENHANSE, a five-year project funded by USAID, is to support the following USAID intermediate results: strengthened enabling environment for increased use of child survival and reproductive health services; strengthened enabling environment for increased demand for quality education and training; and strengthened public, private and community enabling environments to support reduced impact of HIV/AIDS in selected states.

CCP’s role on the ENHANSE project includes the data use and communication component and strengthening the civil society response in Nigeria.


OBJECTIVES/STRATEGIES

ENHANSE’s efforts alight to USAID’s indicators for the intermediate results outlined above, ENHANSE relies also on six strategies:

  1. Political and popular support for social sector, HIV/AIDS and TB services broadened and strengthened
  2. Policies, plans and financing for social sector, HIV/AIDS and TB services
  3. Public-private and private-private partnerships formed and strengthened
  4. Capacity strengthened and performance improved of key national institutions for policy development, planning, coordination and evaluation of social sector, HIV/AIDS and TB programs
  5. Accurate, up-to-date, and relevant information informs policy, planning and management decisions of social sector, HIV/AIDS and TB programs
  6. Improved coordination of programs

ACTIVITIES AND HIGHLIGHTS

Data Use and Communication: This component of ENHANSE includes the USAIDit newsletter and website, as well as list serves. All three pieces were set up to improve communication among USAID implementing partners, and to share ideas and innovative approaches with other members of the development community.

This component also includes the development of message options for approaching different partners to support basic education, reproductive health, HIV/AIDS and child survival.

In regards to advocacy, kits to influence and inform policymakers, legislators, media, and community leaders are developed in the thematic areas of basic education, reproductive health, HIV/AIDS and child survival. These kits include fact sheets, position papers, action points and Power Points to enable influencers at all levels to be well equipped with the knowledge they need to enact action.

Strengthening Civil Society: This component of ENHANSE focuses on institutional strengthening to a number of civil society networks, and leading the development of management tools, constitutions, and work plans.

This component of ENHANSE continues to strengthen the system and policy programs of existing networks, as well as the facilitation of building new coalitions.

Trainings are provided for strategic plan development, financial and project management, and improved network coordination
